Arlene Foster: Former First Minister tells Covid Inquiry in Belfast of ‘deep regret’ over pandemic response

Cross-community vote used to block circuit breaker lockdown despite scientific advice

Ms Foster was asked about an Executive meeting in November 2020 when the DUP triggered a controversial cross-community vote mechanism to block the introduction of a two-week circuit breaker lockdown.
 This was despite advice from the Chief Scientific Advisor that there should be a two-week circuit-breaker lockdown to combat rising Covid rates and hospital admissions.
 Ms Foster explained that she thought Michelle O’Neill was prepared to consider a compromise, but prior to the November 10 meeting this had changed.
Baroness Foster said it Ms O’Neill’s turn to chair the meeting, so she would have been able to call a free vote on the two-week circuit breaker “instead of looking for consensus”.
Ms Foster said this led to her decision that her party should use the cross-community vote mechanism so they could block the move.
Ms Foster said: “I regret that the vote was put, I think it would have been much better if we worked through it and tried to find consensus on the way forward, which is what we eventually did.
 “But, in order to get to that place, we had to use the cross-community mechanism, which is a blunt tool. I accept that,” she said. 
Ms Foster accepted she was the “instigator or leader” of the cross-community vote issue, that using it damaged public confidence, and it represented a “low point in the pandemic in terms of relationships”.
The Executive eventually agreed to a one-week circuit breaker.
