COORDINATOR, MEDICAL EMERGENCY RESPONSE TEAM – Ukraine


Program Description (Background)

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war.

Russia’s invasion of Ukraine on February 24, 2022 triggered one of the biggest human displacement crisis and exacted a heavy toll on human and economic life. To respond to humanitarian crisis and medical emergencies, International Medical Corps expanded its operation in Ukraine and started supporting Ministry of Health and Health Cluster with immediate emergency response plans. Hospitals on the frontline were provided with medicines, equipment, and other essential medical supplies. At the same time, International Medical Corps also started working on a medium response strategy. All frontline health workers were trained on the management of Trauma and CBRNE (Chemical, Biological, Radiological, Nuclear and Explosives) in four oblasts (Kyiv, Odessa, Dnipro and Zaporizhzhia) of Ukraine. Health Management Information System (HMIS) was reinstated by providing all affected hospitals and primary health care centers with IT equipment and computers. New ambulances and cars were provided to EMS departments and hospitals across Ukraine.

International Medical Corps will continue supporting Ministry of Health Ukraine with robust emergency preparedness and response plans (EPRP). Trauma care and CBRNE trainings will be provided to frontline workers in many other regions. Damaged infrastructures including hospitals and clinics will be rehabilitated. In coming months, our focus will be on newly accessible areas in Eastern Ukraine where the local population suffered a lot under Russian occupation. Mobile clinics and EMT Type 1 services will be initiated in acute emergency phase.

This position is based in Dnipro Ukraine with frequent travel to Zaporizhzhia and Donetsk regions based on security.

Candidates will be required to show proof of being fully vaccinated against COVID-19, Measles and any other mandatory vaccine requirement (country dependent) prior to deployment. Job Description

JOB SUMMARY: This position will support International Medical Corps emergency response delivering outpatient clinical care to disaster effected populations.

The Medical Coordinator Emergency Response Team (ERT) is responsible for quality and organization of the implementation of all clinical services. The Medical Coordinator will appoint physicians and nurses in clinical roles throughout the EMT operation to specific tasks as appropriate. This Medical Coordinator will conduct assessments and start up activities. The role has responsibilities for proposal development, recruitment, reporting, coordination, training, identifying gaps in programming and staffing, and any other required duties within the EMT as directed by the Emergency Response Leadership.

MAIN TASKS AND RESPONSIBILITIES

Program Management • Manage day to day International Medical Corps health programs providing direct supervision to medical staff and technical support to non-medical staff related to health programming. • Work closely with direct line manager, senior management, and field teams to determine the operational needs of the medical program within the scope of the grants • Work closely with the medical doctors and health teams to ensure high quality service provision for beneficiaries using nationally or internationally accepted standards • Coordinate referral pathways for MHPSS, CMR and GBV, ensuring appropriate detection and referral • Analyze pharmacy reports to monitor drug consumption per site and adjust procurement plan and activities in coordination with Pharmacist • Implement data management systems ensuring daily data output and reporting • Assist in the adjustment of data management systems streamlining data for new projects and local health department • Review and provide input for reports in order to analyze trends and adjust programs as needed • Work with direct line manager, field teams, partnering agencies and national health authorities for outbreak preparedness and contingency planning • Work with field teams to ensure continued provision of basic life serving services in case of evacuation or relocation due to insecurity • Work with direct line manager, senior management and field teams to plan for future program directions in terms of beneficiary needs, new sites, and / or new programs • Work with direct line manager, senior management and field teams to contribute to concept notes for future funding following donor protocols and formats • Work with field teams and logistics to procure drugs in a timely manner to ensure adequate supply based on site consumption while adhering to national drug protocols and program budgets • Work with UN agencies (UNICEF, WHO, UNFPA) and partner agencies to acquire drug kits and health information materials for medical programs • Regularly update country office on progression of programs as necessary • The Medical Coordinator is the focal point for team health and medical emergencies. Managing the team trauma (and triage kit if available) and PEP kit, and may recommend personnel to seek health care or rest when they are ill. Ensure correct provision and use of PPE. • Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required. The Medical Coordinator shall also be responsible for disposition of medical equipment, consumables and pharmaceuticals

Representation • Attend coordination meetings as needed • Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as needed • Liaise with MOH on matters related to the program to ensure programmatic accountability as needed • Participate in media relations, public outreach and awareness initiatives, including coordinating and responding to inquiries, acting as a spokesperson, or identifying and preparing spokespeople for local, national and international media at the request of the Communications department. • Participate in coordination meetings and communicate relevant information to direct line manager and other health staff as needed • Ensure maximum visibility of the agency amongst the NGO community • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Human Resource Management • Assist in the selection, training, and mentoring of qualified health staff, recommend promotions, disciplinary action and termination as needed • Supervise the day-to-day health staff to ensure smooth and effective operations, including the appointment of the clinical team leader • Work with HR department to ensure compliance to local labor laws including working hours • Maintain open lines of communications with all field staff

Training and Capacity Building • Work closely with the medical doctors and health teams to determine the technical and non- technical training needs of the medical staff to ensure high quality program implementation and compliance with minimum standards • Train national staff to increase responsibilities to build capacity and ensure sustainability of programs • Collaborate with direct line manager and relevant national and international health authorities for revision of existing curriculum or development of new curriculum to be utilized in implemented by and implement those plans through the management team and field teams • Advocate and plan for professional development for expat and national staff.

Working Relationships • Support the Senior Management Team to ensure program activities and objectives are implemented appropriately and communicated • Maintain strong working relationships with Finance, Logistics, HR/Admin and other relevant departments to ensure smooth implementation of program activities

General • Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.

Policy Adherence • Actively promote PSEA (prevention of sexual exploitation and abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps. • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.

MINIMUM QUALIFICATIONS

• Typically, a Medical degree with a valid license to practice and be board certified or equivalent (board eligible). Master’s degree in Public Health preferable.
